The rear brake light switch only comes on once the brake is very engaged. Is the switch adjustable?
In the past, I've often found a gentle dab of the rear brake (enough to light the light up, but not enough to slow down much) can be useful to advise cars behind of engine braking and such.

It's a hydraulic pressure switch, so I don't think it's adjustable.
