Short answer....no.

If you were a computer wizard you might be able to find a way to rewrite the bubble memory, but the odometers are fairly tamper proof for a reason.

yes i would have expected that
but maybe there would be a way for a dealer to correct this, say for example when someone has a blown engine and they have to fit a new one.

The tachometer doesn't just record miles on the engine though, but on the bike as a whole. You may well find it's illegal to tamper with the indicated mileage in your country, regardless of whether there's a legitimate reason for it. You might also find that if you corrected it and later sold the bike, and then the future owner became aware of it through dealer service history you could be prosecuted. And you only have the previous owner' sword for it that it's done it for such a long time.
