Hello everyone, I am just getting ready to take out my new 2011 F4. As stated, with the key off, the rev limiter warning light flashes....what does it mean? Once running, the light is off.

Are you sure it is the rpm limit light or is it the immobiliser warning light?

to the right of the tire pressure warning light at the top of the dash are 3 little lights....it is the furthest right of the three. Page 59 of my owner's manual calls it the rev limit light, I couldn't find reference to an immobiliser light, but that makes more sense. Should it flash continually when the ignition is off?

Yes, that's the way it should be. I believe it stops flashing if the ignition is not turned on for a long time (1 or 2 days). It should be off with ignition on.
