My coolant level is below MIN mark when engine is cold and non running.
After running idle for few minutes, it is like one inch above MIN mark letter.

Is it normal? as if it is not throwing overheat alarm, ride on.
and my concern is if I fill it up ... how can I prevent over spill ?

You're fine. It is a "surge tank" meant to keep the radiator full and it NOT meant to be topped off. That level will rise when hot and fall when cold. Do NOT fill the tank all the way or it will indeed over-spill, like it is supposed too.

If it concerns you, add an ounce of distilled water through the little plug to keep it above the min line when cold, but IMO, not worth the trouble unless you are losing coolant and the level is falling even more and more.

What he said ^^^^ You could add just enough to reach the minimum line when cold. That is the proper coolant level for a MV Agusta. Never above minimum when cold.

My TV 2016 shows the same level as EZcome´s F3, should i just then add distilled water just to reach the minimun level while cold? or should i add coolant ? i could not find the MV recommended coolant anywhere.

You should add nothing. It is fine where it is. If you add coolant, it is Ethylene Glycol.
