It looks like the old rocket ship from the Flash Gordon series which from memory was serialised in the 1930s.
However, the suspension linkage looks more modern. But the drum brakes......
Buggreed if I know Chris.
I'd guess that it was built by someone with a passion for sci fi.

Dave, a collaboration between two great innovators, one from Italy and the other from Croatia. You are correct with your dates....1935

And one of them built this for a record attempt but WW2 broke out. This plane is unique and has recently been restored and had it's first flight, unfortunately the landing gear collapsed on landing with some minor damage
