New tail design: Need advice

Trying to design a different style tail section for the F4 and don't know how to go from cardboard to functional form. Need suggestions on the best way to proceed keeping in mind I do not have metal working tools or a lot of equipment used for this type of work. I guess some type of hard mold is best but don't know which medium to use. Once I have a working mockup I will go to a professional for the final work if I like what I design. It will look more like a cafe style rear

George, what fabricators do is to create a wooden "buck" in the shape of the finished project. from the buck, a mold is made...and you can do it in fiberglass. Then, using a "mold release" on the form (wax, or oil, or saran wrap, etc...) lay up the fiberglass into the mold. When it is hardened, remove the finished product from the mold and then perform whatever manipulation needs to be done to finalize the shape, smoothness, and finish.

I would use a stryrofoam block to get the shape done. Then make a negative mold with fibreglass over it. Then follow standard molding process as described above to make the final product from the mold.
Just make sure you use stryrofoam safe resin.
