Your post will get more response in the maintenance section.
All depends how much money you want to spend.
It is not only the fuelling that causes this issue.It is ignition timing as well which a power commander cannot help with.
I have a race ECU which works well.
You can have your OEM ECU re-flashed/new chip installed.A member merc07 on this forum can help you.
Or go all the way and purchase a Microtec ECU.
Search on the forum for more info.

ARAMIS I would go for an F4 because of power and looks, more power in a bike is always something you can live with no problems
Also never had big issues with almost 60.000 Kms on F4 s even with some regular and heavy daily use combined with track but that was a few years ago so now I would probably consider a 2013 B4 that go fast looks great and very comfortable.

MV Arthur You can simply lower the ride height of the F4 with a shorter connecting link made by Sato (at the same time lowering the front forks an equal amount).

EVO Chris I have had all different makes and models and the F4 has has always stirred the soul better than any other. Take care of an F4 with regular servicing and it will last for many miles and many years, mine has. Great bikes and the 'only' choice.
If you have particular needs for the bike such as use in hot weather etc it can all be sorted.

F3 is not much better in the city. It also gets hot in slow riding.

Sprag issue has for the most part been resolved. Battery issue is something that you can replace yourself with a lithium unit so non issue and rear brake will never work so forget it.

If you want a bike primarily for commuting, I suggest look elsewhere (my opinion). If you want a bike for weekends that can also do a little commuting then you can compromise and consider an MV.
