Yes, but it was easily fixed by rotating the lever perches and hand guard mounts upward to create a gap.

Nope
Adjusting levers is easy.
Rotating the hand guards isn't easy.

You have to keep the right and left aligned while you torque the handlebar plug.
I use rods in the left and right groove to make sure both are at the same angle.

Straight out of the dealer the hand guards hit the tank because:

OMFG! Who did they get to assemble your bike? Doesn't inspire a great deal of confidence in the dealer.

Without seeing the actual bike I'd guess that maybe the bars are rotated in the bar clamp which twists the blinker assembly down causing the tank interference.

Near the clamps MV etched some marks to show how much one can rotate the bar.

Loosen the clamps and adjust the bar to confortable arm length.

Give the bar ends some play keeping left and right groove aligned.
Torque hard or even harder.

Not tight enough is courting trouble. DAMHIK

Same with the levers until hands and fingers are aligned in easy position.

It's a touring bike no need to grab brake or clutch in a vise.

All torque settings are listed in the ship manual so you do it right the first time with the fasteners.
