It's a simple DC bi-directional stepper motor. Determine which wires go to the motor and which go to the sensor. Apply voltage to the motor wires (be careful, not for long, suggest using a 9 v battery) and motor should rotate the pulley.
You can't move the actuator pulley by hand.
