Its a protector placed just in front of the rear sprocket where the lower chain run is.

Most race organisations require them to in theory stop feet beeing drawn in to sprockets during an off.

Its called a shark fin as they tend to resemble the dorsal fin of a shark, although upside down. Just checked the AMA regs and they just call it a chain guard, no orher slang used.
