Use a few drops of a 50/50 mixture of acetone and ATF (automatic transmission fluid) and wait a day
Recommended by guys working on the North Sea oil platforms
Use a few drops of Kroil and wait a day

My '66 Chevy sits 3 blocks from the Pacific Ocean and has never been in a garage
Every bumper bolt came out with 2 applications of Kroil over 3 days
Bumper bolts are why they invented nut splitters

I have a smoke wrench but don't use it for rusty nuts and bolts
