Flakey wheel finish ??

Noticed this on my wheel this evening and initially thought it was just some of the usual grime but after some more elbow grease I see that it's the wheel finish having been removed in places (in other spots on the wheel too) .... stone chips maybe? Not sure tbh ....

How are your wheels?

I cant imagine that being chips as the angle is all wrong. It looks more like some chemical may have gotten at the paint . Simple green or Goof Off come to mind as products that work well but if not cleaned properly could do this.
