Hi,
no, that is join between 2 halves of Headlamp shells, this join does flex and its quite normal. The join to worry about is at the glass to plastic frt half shell. do a search on headlamp glass and there are plenty of good pics that people have added that will show it very clearly.

I wondered last time home about it as well, but didn't found time yet.
If You tight the headlight bolts lesser the gap will disappear and the assembly is tightening up
So I wanted to ask the question:
How tight have these headlight bolts to be tightened?

I would check the screw at bottom of inside half. be careful not to tighten the bracket screws too tight as this may pull them trough the plastic stops
