Need help adjusting footpeg coincentric

I would like to move my footpegs back, but the bolt on the rear of the peg, which I assume releases the coincentric so that the peg can be adjusted, refuses to budge.

Tried it on the bike, off the bike, with a wrench, socket, etc, and it is solid.

Cheater bar worked for me with the rearsets still on the bike. The hard part for me was loosening the alan bolts. I stripped one out and had to replace it.

When I adjusted mine, I was surprised at how tight those allen bolts were. No problems , but they were tight.
