Revs wont hold steady

On f41000S with 1500 miles on it. RG3 & chip, no Cat and filter changed.

If I try and hold it at 2000rpm in neutral, the engine will fluctuate between 1800 and 2200. You can feel it on the motorway surging back and forth. It pulls ok but has stalled a few times when not properly warmed up.

Since I sold my PC, which I never had set up properly (hoping that Xbikes would be sorting the ECU for the 'S'), it's has been running rich, you can smell it riding behind, it also pops and bangs alot. I have set the CO to 3.5% which meant leaning it by 0.5%. I haven't had a chance to try it since as it's been raining for the last week.

Maybe bad fuel or just because it's been running rich ? Whats a good additive to try..

Would a dodgy ebs relay cause this symptom.

My bike did the same thing until I set the TPS. It would surge when I tried to hold constant RPM's at lower RPM's.
