Ticking on Acceleration? 2010 F4

Considering buying a used 2010 F4 MV Agusta with 11000 miles for $9500. The paint is immaculate, and the bike is very clean. In neutral the motor sounds healthy and everything seems to be in working order... However

The bike has a ticking on acceleration that is noticeable but a friend said may be normal? Does anyone else have this? and the front and rear tires are fried. The chain is loose and stretched and has not been lubed in idk how long. Seems to have a hard time turning but that could just be because the front tire has a bulge in the middle.

Looking for advice. Is this a hidden winner that needs love or a money hole? How much would it cost to get it on the road assuming I have to replace all the things listed here and put Pilot Power 3s on?

Tyres, sprockets and chain and allow for a major service in the price and you should be ok. I suspect the noise is the chain.
Usual checks for rear hub bearings etc apply.
Do a search and you will find out the usual issues for these models.
